I may point out that if the Governor

should withhold his assent, the Ordinance must necessarily become inoperative altogether, inasmuch as by the ternews of the Ordinance the steps for the establishment of the Register for providing for the statues of persons who do not register must be completed by the 3rd of lley 1884.

This Ordinance was introduced in

accordance with an au

thorization contained in the Despatch from the Secretary of State dated November 27. 1882. It provisions have been thoroughly canvassed and- discussed and it was ultimately passed bytte Council with a division.
